A slender thief in a black hoodie who stole the child's cotton candy. He claims he is about to evolve into a superpowered individual and that the cotton candy serves as his catalyst. He has high brow bones and struggles against Xu Chi's grip but cannot break free. He is eventually cuffed by the male officer.
