The formal decree delivered by Eunuch De stating that Pei Chi was demoted to magistrate of Lingnan County due to allegedly releasing a tiger to attack the Emperor. The decree cited his supposed repentance as a mitigating factor. This was the instrument of Pei Chi's exile.
