A brain implant that records memories. It has a self-destruct program that wipes all stored memory data upon death. Government officials above a certain rank must sign an agreement that their memories during office are taken over by the government after death. It can be voluntarily turned on or off, which is controversial. When turned on during an attack, it can record evidence of crimes committed against the official, acting as a bulletproof vest.
