A representative from X City base who visited Hope Town to negotiate for acid solution. He is well-dressed, smooth-talking, and initially polite but becomes threatening when rejected. He is the brother-in-law of the X base leader and holds a privileged position. After failing to secure cooperation, he attempted to buy a sample but could not analyze the acid solution. He was reprimanded by his brother-in-law and feared losing his role.
