A county in the hinterland of Jingshou Prefecture where Luo Qinghan was supposed to hold a rain-praying ceremony by a lake after a tributary was excavated. The city gates were tightly shut due to the drought and influx of refugees. Magistrate Yang had constructed a temporary palace here for the Crown Prince's visit.
